We can always get rid of a few bureaucrats
We can always get rid of a few bureaucrats to save money, but that will probably never happen. There's plenty of wasted money that can supply teachers with perfectly good dual-core 802.11 a/b/g/n capable laptops with nice 15" displays for $1000. There's no reason to spend $1500+ unless you're looking for the ultra-sleek and fashionable kind.

As for students, those who have parents that make less than "poverty" level can be given a $300 laptop once every three years. Everyone else can get partial subsidies if they're close to the "poverty" level and the rest can buy their own.
