I think it's going to take a court case in which a university is held accountable to see just what their level of liability is. Your question is well taken, but so far, Congress has only begun to consider this issue; RIAA has stayed out of it by targeting students and individuals (they don't even target the big file sharing services, let alone universities). We'll have to see how this evolves, but I'd hate to be the CTO of the first school to get targeted as a test case.
