They already have
The RIAA has gone after the P2P providers. They shut down Napster by running them out of money to the point where they had to sell. They got ruling in Australia nailing Kazza to the wall. The problem is that P2P service hide behind legitimate use.

It reminds me of prostitution. They tried arresting the prostitutes but that didn't work, they couldn't keep up. Next they targeted the customers. Put fear of being caught in to the customers and they won't go near a prostitute. Now change prostitute to P2P service and you have the same effect.

The RIAA doesn't target P2P users because they think that P2P users should be buying the music. They target them to see a message to others in order to discourage people from using P2P services. It's the same tactic used on drug users. It's the dealers that are problem. The drug user is the one who needs help but instead of helping they through the book at the user in an attempt to discourage people from falling into the lure of a drug dealer.

In both examples, prostitution and drugs, they efforts fail miserably. Why does the RIAA think it will work them?
