Not an all or nothing proposition
You make it out like moving to Vista means moving *every* computer to Vista. I know there are a few organizations that do this, but it's a complete waste of money and time IMO. Most organizations do the sane thing, which is roll out new OSs with new machines, and slowly phase in the new OS.

We still have a few Win2k boxes running, though their days are numbered, and none of our student labs run Win2k any more, but three years ago, we had a 50/50 mix of Win2k and WinXP.

In our case, Vista will rolled out to (non faculty) staff members first, as out standard software kit is 100% compatible with Vista already.

Faculty members and student labs of course, always get the new stuff last for the reasons you stated.

In our case, rolling it out to staff will be that easy, and since we don't have the silly requirement of having every PC run the same OS, rolling out to other areas shouldn't be any harder than it was with the 2k > XP roll out.
