Think back to Windows XP. As soon as it came out, all new machines purchased had it and you could not purchase any machines with Window 2000. That meant IT support staff needed it. Which led to secondary staff (secretaries, non-IT admins) having to need it also. You could try to straddle the two OS route of support, but in a very short period, it's all Vista.
