Computer tax?
We have a new superintendent in our district who actually thinks that IT infrastructure spending is both necessary and beneficial. I'm afraid that our school committee is not yet in agreement, but we're working on that. At least this guy asked me what I meant by lifecycle funding and understood why it was a good thing.

Point is, this particular superintendent has proposed a 1% tax on every budget line item in the district (with a few reasonable exceptions) to begin real lifecycle funding for technology. We'll see if he can get it past the school committee, but even a starting point of a 1/4 or 1/2% "tax" would be more than what we have right now. We have a long ways to go in K-12 ed tech, but the sooner realistic plans for lifecycle funding are put in place, the better off we'll be.
