A consistent design philosophy
I am always amazed at how often you misunderstand what I write, Martin. If I didn't know better, I would think you were dong it on purpose.

I don't design Microsoft software. I analyze it and learn it and communicate how best to use it to other people.

Microsoft decided long ago that HTML rendering capability belongs in the operating system as a core feature. So it is, in the form of the base components of Internet Explorer. Those base components cannot be removed. However, the part that acts like an application can be hidden completely, to be replaced with a third-party alternative. It can also be upgraded. The upgraded components can usually be removed, leaving the original base components.

If you remove IE's HTML rendering engine from Windows, a lot of things break, including many third-party programs. So it's not allowed.

That's the way Windows is designed. Have I helped you understand it better?
