Consistent for years
There is a version of the web browser that comes with every Windows release. IE5 in Windows 2000, (IE6 in XP, IE7 in Vista) That version is the base and cannot be removed. It can be replaced by an upgrade to a newer version number. Under most circumstances, that upgrade can be removed and rolled back to the base version for that OS.

As of Windows Vista, Windows Update does not use Internet Explorer. (Go ahead, try to go to WidowsUpdate.com in Windows Vista and see what happens.) It's a separate application. So your final speculation starts from an incorrect principle.
