Can I uninstall IE8//7/6

I get confused. Is Microsoft still claiming IE is part of the OS? They seem to update it like an application rather than with the OS or as part of the OS.

Maybe IE8 is going to allow itself to be uninstalled and let the user choose another browser for windows updates.
