Is it that simple?
I'm very much in agreement that the simplicity offerred by Web 2.0 solutions is a big reason for their rapid adoption - and I'm seeing similar kinds of trends from an eLearning perspective:

eLearning Technology: Direction of eLearning - Emergence or Big System
eLearning Technology: Do You WANT an LMS? Does a Learner WANT an LMS?

But I'm struggling with the idea that in an enterprise you can simply put up a Wiki and Blog software and get useful learning and collaboration.

How many of us have put up discussion groups only to see them fail? Note: they've worked in other communities for years.

Aren't there additional things we need to do to help foster the smart use of these tools? And doesn't it start with the individual understanding how to improve their work/learning through the use of the tools?

It seems like there's more to it than providing simple tools.
