Laws as Tools
I seem to recall then US Attorney General John Ashcroft constantly use the word "tools" in his sales pitch for the USA Patriot Act. Presumably, he meant tools to be used to go after "bad guys" who couldn't be proven guilty by ordinary means. The problem with that approach is that it gets police and prosecutors into the business of selective law enforcement with laws being less minimum standards of conduct, and more weapons to be used against whomever the authorities deem to be an enemy.

The potential for abuse is obvious.
