Mobile peer to peer payment via Twitter sits well with social media 'Rule' Conversation precedes Relationship precedes Transaction.
Twitter as a Conversation and Relationship platform is proven. So maturing as Transaction platform makes it complete the cycle.

That said, Twitter Inc handling money directly will be a bad idea for Twitter and everybody. Let them focus on their core strength viz. the API. The part of the API that exposes the security and authentication aspects(or more precisely access to records that vouch that a particular message originated from a particular mobile device) can be made a premium service with entry barriers. This will promote diversity of payment services catering to different needs. The payment transaction will look more like:
@micropay p @labsji $12.5 ptjmw32
Where @micropay is the peer to peer payment provider. And 'ptjmw32' is a one time use token issued by @micropay outside the system - say via web based account management.
