George, you're kind of reaching for anything to throw into the
pot here. You haven't shown that President Clinton actually *did*
it, just that he authorized it. And if he did, he was wrong, too.
Someone should ask Clinton about that?an excellent thing for
the Senate committee to do.

Now, however, we're talking now about a program that has
reportedly captured the calls of hundreds of thousands of
people in the United States.

The context of history is important, but it is incorrect to say
Washington used electronic surveillance on a far broader scale.
He may have intercepted letters during the war, but he wasn't
president then and the United States and the Bill of Rights didn't
exist then. Lincoln not only suspended habeas corpus, he
authorized intercepting electronic communications in the form
of telegraphy. But the circumstances were different, as it was a
time of civil?domestic?warfare. The Supreme Court ruled
against warrant-less domestic wiretapping of organized crime
by the Roosevelt Administration, too, even though they were the
terrorists of their day.
