Back when the WS-* specs were under development, Microsoft was a minority player in the server space, which was dominated by big iron and Unix systems.

Today, they have more than half of the market.

Interoperability (as distinct from intraoperability) is a benefit to a minority player, but it's a liability to the big dog who wants to clear out all the other yappy little wannabees.
