You mention good schools and employees, but there are GREAT schools in the north east. There are a lot of companies and a large population from which to pull employees, too. When you compare the weather in San Francisco to the weather in the north east, the choice is pretty easy. I have to say I agree that the weather is a factor. I would also say that proximity to the shipping avenues from the far east is another big factor. The tech is often manufactured in the far east and shipped to ports on the west coast before making their way inland.
