it's the $$$ stupid
I guess 'encouraging community' sounds a whole lot better than 'getting their non-paying lazy a$$es out of our precious few chairs' - if having WiFi was a money making proposition methinks they would be fine with encouraging it in high minded terms.

Surfers come in and sit there, sometimes for hours at a time, nursing their one coffee and a refill. Other people come in and drink their coffee and go, maybe sticking around for a while to chat, and if they do sit and stay at least you are likely to have two or more at a table instead of the lone surfer twiddling his/her life away on a pretty Macbook (or running his business on a PC, :D)
