Of course it makes no sense...
It'd make less sense than say, Microsoft pulling an Apple and making their own PCs... There's just no reason to do it - and a LOT of reasons why not. Things like the extra burden of hardware tech support, repairs, warranties, etc.. et al, ad nauseum.

The idea that Google would put a feature into Android and then have the various carriers BLOCK said feature(s) is silly. The cell phone game is a very competitive one and if company X blocks feature Y, you know darn well that company Z will implement the feature and use the fact that company X blocks the feature against them in advertising. You also know that company X will reverse the course and start supporting the feature - if for no other reason than fear of a mass exodus of customers to Company Z.
