A cloud solution would have to be easy to implement and function very little different from what is being done currently to be feasable.
If a company has to go through any kind of major thinking exercise to do it, it may well be less risky to buy more of the same as they already have with a much more predictable scalability and no retraining.
Also, what gets done in the cloud has to be relatively uncoupled from backend systems, otherwise its a redesign = time + money.
In this context, Web Apps would provide overflow for light duty Office apps, but core apps could be off the cloud radar in such a short timeframe.
