But what does she know about government IT?

The US government is a very large, bureaucratic entity composed of many different agencies, all of which manage their own computers; some of them for over 50 years. She has to understand the beast if she's going to reform it, but you give no indication as to whether or not she has that understanding.

The entrepreneurial background might even be detrimental, if she's too used to being the boss, and not used enough to being a mediator/facilitator.
