Per Wikipedia Google Voice IS a Telecommunications Service
"Google Voice (formerly GrandCentral) is a telecommunications service by Google[1] launched on March 11, 2009. The service provisions a U.S. phone number, chosen by the user from available numbers in selected area codes,"
and as such they should be required to play by the same rules. If they want to use phone numbers reserved for the use of telecommunication company's so they can connect and terminate phone calls then they need to be willing to be regulated like the Tel-Coms are.
If they were not provisioning local phone numbers from the Limited pool of numbers available per area code for their service then there would be no problem.
I am sure if they wanted to they could have negotiated with the FCC for something like 1-(500) to 1-(599) numbers for their use and not have to take from the limited pool of local numbers in the various area codes for their benefit.
It seems to me that Google continually wants to take things from others for their Monetary benefit.
As for the FCC putting a stop to the large termination fees from rural areas for the "Free sex/chat" lines I am in total agreement.
