I figure that is what Ballmer is saying to MS' Live Search group - Star Trek style. From what I've read, Bill Gates himself is playing close attention to the matter. Once Powerset is at the core of Live Search, it will be just a matter of tweaking things before MS has a better overall search engine. E.g. for certain searches like people searches, Google prominently puts results from certain strata of data on its first results page. E.g. for peopel searches, Google will put the top Wikipedia, YouTube, news, fan site etc. results on the first page - which is a very clever thing to do. All MS has to is mimic Google and one up it by doing things like adding corresponding search links beneath each type of search result. Therefore a news link could be placed under a news search result, etc.

Once Powerset becomes fully online, with hopefully also Powerset engineers leading the way, it should be a matter of time before MS becomes seriously competitive with Google.
