Here's what's happening
Well, you're kinda correct and kinda not. Here's what's happening:

What Google is essentially doing is creating their own "chrome," the part of the browser that handles the UI. The home button, back button, forward button, bookmarks, tabs, etc. That part is being created from scratch.

What Google is not rewriting and not creating from scratch is the part that displays the webpage, aka the rendering engine. That's the part that takes the HTML and CSS and turns it into pixels (and a whole lot more); That's where webkit comes in.

So essentially Google is creating the UI that wraps around the web page, while webkit takes care of the page itself.

Considering Mozilla has a heavy investment in Gecko, their own rendering engine, I seriously doubt they will be so willing to throw away the time they've spent in Gecko and switch to webkit.
