Whose to say they aren't?
Mozilla have earned a good chunk of the browser market and have a good product in Firefox. That could all be undone by a few buggy product releases or losing focus on continually updating the core product (FF)

If the next step in browser evolution required a total re-write maybe it was decided that Google would take it on (they pay the bills anyway and they have the presence to make an impact quickly). A few Mozilla staff work on Chrome, Google continue to pay the bills and everyone (except MS) is happy.
