LONG-TERM STRATEGY - Guessing
Since the new Google program is not an automatic enrollment for AdSENSE publishers (they have to enroll separately) - I am guessing that Google is rolling this out as a part of a major shift - not sure over what time period, to eventually shut off AdSense.

My reasons for this guessing:
a) Advertisers still seeing click fraud
b) Some publishers still creating Made-For-Adsense Ads.
c) Domain Parking sites seen to offer little value
d) Advertisers want better ROI measurement; pay-for-performance offers that

By forcing all AdSense publishers to enroll into this program separate from AdSense, Google can take a much closer look at which ones seem to be more 'legit' - and therefore, more liable to "produce" for the PP Conversion models.

This is especially true as domain names continue to be registered for the aftermarket.

I'm open to feedback.
