So, how do you enable it if you are a user of Google Apps MyDomain???
Here is the message I got when I tried putting "sites" in front of the typical domain name scheme they use. I can not fine anything in the control panel to enable it.

Service not available

This service is not enabled for mycompany.com. If you believe this is an error, please contact your domain administrator or try again with the following link.
http://sites.google.com/a/mycompany.com
