No Quicktime Streaming Server (available with Mac OS X Server)
supports streaming of Quicktime files including MPEG-4 data
streams (because MPEG-4 choose the Quicktime data format for
its file format).

An open source version, Darwin Streaming Server, is ported to
most *nix platforms. Read about it here:

http://developer.apple.com/darwin/projects/streaming/

Neither tools is suitable for streaming avi or MPEG (1 or 2) files.

Why anyone would use avi is beyond me, but a number of
options exist for streaming MPEG 1-2 files including the
www.videolan.org project, or programmatically using the
LiveMedia LGPL libraries (http://www.live.com/liveMedia/).
