Some clarification
The article and Apple's quoted marketing
material, make Voiceover appear to be brand
new. That is incorrect. Apple's has used such
technology for many years.

The ability to read docs aloud was came with
Mac OS 7X (could have been earlier but I don't
remember it before 7X). 7X also incorporated
many, many assists for visually impaired as well
as motion impaired users.

The ability to control the Mac with voice
commands came with 8X. That was one of the
reasons for the built in mic in the original iMac.
At the time it was called Spoken Commands.
There were many prebuilt command and you
could create your own. 8X also introduced
Spoken Alerts, which read any of the various
pop up windows that come along in the use of
the computer.

All of the above were carried over into OSX.
They are not new. Voice over adds some
further choices, but it's actually a bit harder to
set up than it was in OS 7, 8 and 9.
