Beta firmware would strictly be OPT IN
Not that Apple would ever do this, but...

iPhone firmware betas would be strictly opt in - there's no gun to your head to download the latest mozilla nightly builds. If you're not willing to play with beta firmware, you don't check that button. Simple.

The upside to giving customers access to development firmware is that many people would opt in and give Apple valuable feedback *for free*

So, what's the penalty to Apple? Almost none.
