You have your facts wrong on the salesforce API
You state that Team Edition and Professional Edition don't let customers use the salesforce API. That is false.

AppExchange Applications can use the API with Team and Profession Editions if they are "Certified".

The two example you mentioned, are perfect examples of this, both are "Certified".

Both Clicktools and VerticalResponse work with Team Edition and Professional Edition.

In fact, a quick look at the listing in AppExchange will tell you this:
