I'll suggest a few options that are worth considering.

I haven't used OrangeHRM myself, though it does have a recruitment module so it may be worth checking.

If I had to do this system myself, I would implement it in Drupal. Drupal can manage user defined types, provide triggers based on events, and role based access. Drupal provides RSS feeds and other ways of sharing data. It also integrates with LDAP and other authentication/authorization systems thus it should integrate nicely with this company's existing IT.

If not OrangeHRM, or doing the system in Drupal, I would use Trac or Bugzilla. Trac in particular has most of the features you described in terms of email notifications, role based access, attachments, etc.
