Well..
As far as I can read from the article you are quoting then Sequoia will be a 'Blue Gene' type system, which is something very different from the Blade based Roadrunner.
Have a look at:

It's basically based around the PPC440, I think they use a quad core now.

But I could imagine that a 2011 Blue Gene system where the ppc440 had been replaced by a Cell chip would be quite a nifty system.
