I've seen engineers who couldn't run a business and almost went under until someone who was more business savvy took over. I've seen business guys who didn't understand their product ruin their company through bad decisions. In a technical industry it is usually best if someone knows both sides. Gates, McNealy, Jobs come to mind. In my company many of the managers have patents in their name and understand both the technical side and business side.
I think it is a real mistake to emphasis one over the other. SUN's inability to significantly monetize Java is a case in point. They develop cool technology but can't really benefit from it.
