On the standards
This point of view emerges from ten plus years in the industry.

Standard are very slow to emerge as they are based on the consensus of the actors of a sector. As these actors are never willing give up any competitive leverage they might have over competitors, standards usually only agree on mature fields all relevant actors already master. The result is that stadnard are always 10 years behind in schedule.

If changes in a field in a ten years period are insignificant, standards rules the field.

HTML compliance was not possible in a first time because actors were adding a lot of new features in the first 15 years of the web existence. That is why we have now dynamic content, dynamically created content, AJAX and quite a few embedded add ons that are mandatory to benefit the web today. The web seemed a year ago to have come to a halt in term of features, and real followed standards were in view. But technological change has come into play with the emergence of AJAX-laden web, and with a new player that is willing to change things a lot ( thank you google for that ).
