But what if it actually costs less to use Windows?
I don't know in reality. It seems like most of the analysts out there seem to think it just doesn't matter that much which OS you use - though I would say mostly it tilts in favor of Windows but probably not enough so to make any difference.

What seems to be a guaranteed BAD idea, guaranteed to cost $$$ is to rip out an established system and switch.

You seem to assume that linux will run on any old hardware. I have found that not to be true, sometimes the NIC, bar code readers, and other misc add-ons don't work due to lack of drivers and have to be replaced. Imagine (and a lot of that is going on here) a $50,000 CNC machine that doesn't have linux support. So that old pc which isn't worth $150 cost more to run linux than upgrading the system to continue to support Windows.

Better, if a company has poor IT management, replace less skilled with more skilled employees regardless of the platform.
