Paul-the-pseudonym is probably right
For a long time, Apple has been managing its supply chain
as a lean, JIT organization with a good deal of outsourcing.
Their strategy: We are the best at design, let's increasingly
move manufacturing and integration to subcontractors
willing to share the financial and logistical risks/expenses
involved in synching up with our supply chain needs.

But as Apple as changed its name, it has changed its
strategy to a very clear ecosystem of multi-format
products and designs. But this ecosystem will only succeed
if the ELEMENTS of the ecosystem are sufficiently taken up
by the public to create that network sales effect Apple
seeks.

That means Apple has to be back in the game at the
component level, to make sure that hardware and software
"just work" -- and work to a competitive level.

I would place a bet that Papermaster has been on Apple's
radar for a while. I agree with Paul-the-pseudonym that
Apple probably didn't really think through the non-
compete issue, they just wanted him, and acted in all
probability with just a cursory legal review. (Just a guess.)

However, I think Apple would be surprised at how many
competent, visionary chip arch specialists exist. If they cast
a wide net, they'd probably luck out with someone very
talented, experienced, and with a firm grasp of big picture
issues.
