Simple answer

Murph this isn't a difficult problem.

Make it such that he can't retrieve his poll data directly from the e-voting machine, it isn't stored there, it just provides a limited interface. No data is persisted. He has to get it the same way as you would from a aun-ray. He has to go through the channels and get his data from the server.

Personally a kiosk that used web technology an had no other interfaces other than what was necessary for the voting process would work fine.

To me this all sounds like straw worry. It isn't a difficult problem to solve.
