Or not.
An example of the thinking which can predominate is the US Supreme Court decisions concerning technology. The logic used is almost invariably analogy. There's settled law on a subject and what the technology does has similarity to that subject. So the settled law can be applied.

That's not a failure of imagination. It's logic, extending the past to the future in a way that maintains the value of past work. Conservation of effort and reassurance that one is on the right track.

The argument that there are other tracks can be considered for a long time before being thought an acceptable alternative.

From the Comment:

But why should you care? because this stuff is going to change the way computers are built, where and how we store data, what safeguards we need to put in place to protect data, and everything we now think we know about information security, backup, and network design.

[End quote]

As in the organizational discussion on Friday, improvements can be - probably will be - considered a means to be doing what's already done faster.

The clerks and typists have already been replaced and the number of new areas for computer use which would produce an equally grand effect seems limited, to approximately 0.

Unless there's a perceived inadequacy, people expect to continue on the same path through use of analogy, past experience applied to the present as if changes didn't matter.

And I don't think nanotechnology is going to change their minds.
