i tend to agree with your wife
This is very poor english, but does express a meaning that make sense. You may disagree with what it says, but it is coherent. I wouldn't call the extracts you chose as plagiarism. Author used one transformed sentence to convey his idees. He could have used a direct quote, giving the source... etc, but using this sentence the author did not try to take advantage of the original writer authority, neither did he want to comment on quoted work.
