This is a great example of his "empower the users" by letting them run whatever M$ software they "need" on their PCs. To hell with those big bad IT admins - we'll just do it ourselves! Unfortunately now the security of the entire IRS lies in over 2000 non-IT "power users".
Since my sister-in-law works there (still hanging tapes on verrrry old mainframes), I know about the massive purges and political appointee "consultants" that have pushed out the "regular" workers (all in the cause of "saving money").
