Here's the dictionary definition:

1. a peculiarity of pronunciation, behavior, mode of dress, etc., that distinguishes a particular class or set of persons.
2. a slogan; catchword.
3. a common saying or belief with little current meaning or truth.

A report, providing information organized to answer questions, is obviously an essential function. And the recipient of the report may be assumed to ask appropriate questions. So I think your aspersion is on the manner in which reports are prepared.

And that has little to do with catchphrases of limited applicability or utility.
