The widespread Microsoft use combined with the creeping IBM invasiveness appears to indicate a competition within the organization which IBM is currently winning. Probably a comeback.
Murph has also mentioned that there are substantial external contracts providing services and capabilities in place of the organization's own staff.
Could it be that the point of this model is how IBM gradually absorbs an independent operation, with Microsoft products being the only effective counter?
