Why can't you have a five eprson team iplement UK health record
If you design UK, Canada, or any centralized health system country's health record system, you will have to insure access to tens of millions of persons worth of records on a 24/7 basis with fault tolerance and good reactivity across large geographical areas. You will have t oscale to tens of thousand of simultaneous requests, if you do not provide access to patient, but only to health profesionnal. You will also have to implement a secure - really secure - access control, plus long term archiving of all record.

A rough estimation or yearly volume of data rounds the Pb, w/o medical imaging.

This taken into account gives you a hint of the price of only the test infrastructre used to validate the solution.

But it also stress that you cannot implement such a system using cocoon and postgres on linux, at least it's not so simple that a five person team can do it.

Add to that thaat you must define the content of the record, defined and validated by public and private health insurance, fospitals physician of all specialities, pharmacist, and all paramedical professions ( opticians; mid wives, Physiotherapist, labs... etc ) any this normalisation will eat up millions of $ in meetings.

neither technology nor the society is ready in the short run for a complete electronic health record management system on the wide basis. things will have to evolve bottom up and it will take years, and millions to do it.
