In many parts of the world, the CFO must be a chartered/certified accountant. In the US, this is now also (essentially) the case, due to SOx, and SOx is there as a result of accounting scandals.
IT continues to disregard formal qualifications and licencing. Maybe the CIO of public companies should be required to be a chartered/certified engineer too.
