Let them play
Being "fair" is much more difficult to achieve than most everything else. First off, only P-types think in terms of fairness (whilst J-types think in terms of morals (right/wrong,black/white)). Most management types are J-types - because of their aptitude to organizing. Innovation comes from outside-the-box-thinking which is how P-types think. Can you start to see the us vs. them divide here?

To truly let the people go (and come up with innovation) you need to:
1. Let them play.
2. Value their opinions.
3. Give them unfettered access to resources.
4. Curtail needs for documentation.
5. Provide free energy drinks and junk food (M$ recognizes this one).
6. GIVE THEM CREDIT.
7. Have an "open mind" when considering which competing strategies to run with.

This strategy works well - if your sysadmins are NT types (especially NTP types). But this is not always the case (NTPs are only 6% of the general population, yet make up a huge number of sysadmins). There are enough S-types (75% of the general population) mixed in these groups that will take advantage and goof off without contributing. These goofs will bring (negative) attention to themselves and ostensibly, to their groups - which will bring Camelot to an end.

Murph, your (and most others) ignorance/ignoring of personality types when discussing human behavior leaves too much ambiguousness - which is then attacked and one counterexample is good enough for most people to dismiss ALL of the rest of your theory. Until (most) everyone accepts a working model for human personality (I use MBTI - which may not be the best model, but it works), speaking in generalities and getting shot down for such will continue ad nauseum.
