One rack of servers (maybe none) per building or floor coupled with Linux workstations on desktops is the most efficient way to go. (User education and IT SLAs are key in this environment. Users that like to reboot should be shown the boot along with non-responsive admins when a user needs help (BEFORE the reboot)). This allows for grid computing (unlike DumbRays) for processing all kinds of tough computing jobs. Let the workstations do the horizontally-scaled work, and buy a big server if you need vertical scaling.
It's too bad that overzealous P-type environmentalists harden the heart of Pharaoh (J-types) that are then unwilling to listen or move.
