Don was right
Keep in mind that his basic operating premise is that the only rule in business is "what can I get away with?"

If you ignore the ethical elements and assume that whoring[1] is at worst revenue-neutral, then he's right.

Personally, I base my decisions on other factors. It's one reason we disagree so much.

[1] More likely, it's a serious business asset. Word gets around that you can be relied upon to do as you're expected to.
