I figure I'll post this before Anton does.

In the US, Canada, and Western Europe; the cost licensing of Windows isn't high enough to be a factor. The cost is acceptable. In fact, it's downright cheap.

Add onto that inertia and transition costs (if switching to Linux), and you get lockin for Windows where Linux cannot demonstrate a substantial advantage.
