Lived through it
in the 70's, the Great Lakes were being polluted on a grand scale. DDT, PCBs, etc. were drained into the lakes through polluted streams and rivers. Remember when Lake Erie caught fire?

What happened since? The US and Canada realized the problems were getting out-of-hand, and got together to tackle the pollution. Government regulations and International treaties ACTUALLY WORKED! The Lakes and streams are MUCH cleaner today - and the 2 countries keep vigil to make sure that we don't return to those bad old days.

There were MANY costs to this process (including hundreds of millions that Robert Vesco stole), and I'm positive they were paid by you and me (US and Canada alike). Russia today is faced with this kind of pollution problem - and they don't have the economy to tackle it. China is going great guns today - and polluting like a ***********, and its not like they have a lot of land that they can afford to pollute (certainly nothing like the "carrying capacity" of the Great Lakes). There have been news stories about China chemical spills and how they extended the length of smokestacks that are harbingers of too much pollution.
