The infrastructure's already there in the car
It's the driver or passenger's mobile phone.

Surely the phone carriers can provide the
necessary data by logging the movement of
mobile phones from mast to mast and publishing
at a regular interval a summary of how many
devices have moved between each pair of masts
since the last interval, at what average speed?

Granted, the system might break down in the
London rush-hour, if it becomes impossible to
use land-speed to distinguish between phones in
vehicles and those carried by pedestrians...
