Traffic management: New Internet coming to your local roads

The infrastructure's already there in the car: It's the driver or passenger's mobile phone.

Surely the phone carriers can provide the
necessary data by logging the movement of
mobile phones from mast to mast and publishing
at a regular interval a summary of how many
devices have moved between each pair of masts
since the last interval, at what average speed?

Granted, the system might break down in the
London rush-hour, if it becomes impossible to
use land-speed to distinguish between phones in
