Different plans for different worlds?
What's needed here is for Google to have different business plans/models for different worlds. Clearly a first world business plan like what they have now is not sutiable for the third world. A third world business plan of free (as in beer) books would not be in their interests in the first world.

I think with a little encouragement, Google can be nudged into the right directions.
